Raffe Thein

Founder & CEO, ExPATS AB

Raffe brings over 30 years of distinguished service in the Swedish Armed Forces, with extensive experience in operational deployments across Sweden and globally. He has held senior leadership roles, overseeing training, personnel management, leadership development, procurement, and systems integration.

Beyond his military expertise, Raffe has a robust background in humanitarian mine action and explosive ordnance disposal. He has collaborated with the United Nations, the Swedish Civil Contingencies Agency (MSB), the International Committee of the Red Cross (ICRC), NGOs, and other global organizations in conflict and post-conflict zones.

From 2020 to 2025, Raffe served as Sweden’s representative at the NATO Counter-IED Centre of Excellence in Spain. There, he spearheaded the integration of counter-IED capabilities into NATO’s exercise framework and pioneered maritime concepts to address improvised explosive device (IED) threats.

With a vast national and international network, Raffe now leads ExPATS, delivering expert advisory services, training, and operational support in civil-military preparedness, security, and risk management
